I'm having a great deal of trouble debugging this, but I noticed it
occurs on a couple of sites. Typing http://kb.iu.edu/, for example,
into the address bar doesn't work. It yields these errors:

kf5.kio.widgets: KonqRun(0x55f12142fa20) ERROR (stat): 123   "Could not connect to host kb.iu.edu: SSL negotiation failed."
QUrl("error:/?error=123&errText=kb.iu.edu%3A SSL negotiation failed#http://kb.iu.edu";)

Strangely, the site loads fine if one uses a search engine and then
clicks a link to it. I thought I'd try another college website on a
hunch, and the same thing happens with purdue.edu 

If I can help obtain any more details, please do let me know.

This was probably due to #955442 in OpenSSL. It is now working in Konqueror, 
cURL, and other applications with many previously problematic sites.
