Bug#953435: libqt5scxml5-dev package should depend on libqt5scxml5-bin

When trying to use the library with CMake, the build fails with this
error:

The /usr/lib/qt5/bin/qscxmlc file is in the package libqt5scxml5-bin,
therefore I believe that libqt5scxml5-dev package should depend
on libqt5scxml5-bin.
