Dear Maintainer,
When KDE first starts for any given newly-created user, it has a background image,
a panel/bar at the bottom, and a desktop tab at the top right. However there is no
other content: no menu button, no clock display etc. Content may be added by e.g.
right-click operations and does persist over reboots.

Hi Mark,

sorry we couldn’t get back to you in a timely manner.

I cannot reproduce this bug on a current installation of Debian so I’m closing 
it for now.
Feel free to reopen with more recent details if you’re still seeing this 
issue.
