I can confirm this.  It's a major battery drainer and needs to be
fixed.  I've been manually using balooctl stop to work around the
issue in the meantime.  Also, due to another bug I sometimes need to
killall baloo_file_extractor, which unfortunately doesn't handle
-SIGTERM properly--so I don't think this can honestly be recommended
as a mitigation.
