Hi,
plasma-nm declares a Build-Depends on network-manager-dev.
This is used in cmake/FindNetworkManager.cmake to detect the
NetworkManager version.
The use of NetworkManager.pc is deprecated and this pc file is scheduled
to be removed. Instead on should check for libnm.pc.
This was already fixed upstream by

Please apply this patch and drop
network-manager-dev from Build-Depends.
