Bug#916229: poxml FTCBFS: fails running tests despite DEB_BUILD_OPTIONS=nocheck

poxml fails to cross build from source, because it fails running tests
in the presence of DEB_BUILD_OPTIONS=nocheck. The attached patch adds
support for the nocheck option and thus fixes a cross build. Please
consider applying it.
