Bug#911598: plasma-workspace: loop binding on startup, freezes the desktop and occupies a CPU core

Dear Maintainer,
My unattended-upgrade upgraded plasma from 5.13.5-1 to 5.13.5-1+b1
over the night. After I reboot the machine, plasmashell takes 100%
CPU and the desktop taskbar just freezes.
`kquitapp5 plasmashell` receives no response. I had to kill the
plasmashell with SIGTERM before I can even draft this report (for
the sake of laptop battery). If I run `kstart plasmashell` on
terminal, there is no message that repeats forever until I kill the
process:

I am tempted to set severity to grave because it renders the desktop
unusable, but I'll hold back until others can confirm they are seeing
this as well.
