Bug#911052: libkscreenlocker5: Missing psmisc dependency trigger 'killall: not found' in postinst

The piuparts testing in

report the following problem:

  /var/lib/dpkg/info/libkscreenlocker5:amd64.postinst: 12:
    /var/lib/dpkg/info/libkscreenlocker5:amd64.postinst: killall: not
    found

The fix is probably to depend on psmisc, which contain the 'killall'
program.

Setting the severity to important, as this causes the postinst to not
behave as expected for any user without the psmisc package installed.
