Hi,

when trying to build the package on Debian Stable (plus various other
backports of course), it fails, with the important message being:

LLVM/Clang version >= 3.9.0 required, version provided: 3.8.1.
Clang was found in /usr/lib/llvm-3.8. Set the LLVM_INSTALL_DIR
environment variable to override.

I think the LLVM build dependencies (libclang-dev, llvm-dev) should
therefore be versioned with (>= 3.9).
