Maybe reversing the logic works it out? I mean something on the line of:

echo /usr/${DEB_HOST_MULTIARCH}/qt5/qwebview >> debian/qttools5-dev-
tools.install
if(qdoc arch)
echo <path to>qdoc >> debian/qttools5-dev-tools.install
Or did I mis understood the problem?
