This part is used to build qttools' documentation in a build-indep build. For 
this you need qdoc which is part of the same source package, so you need to 
build it. In the cross build case you can't because you need the build arch's 
qdoc.

But then you also need to build qdoc to be shipped in the binary packages too. 
And that's where the problem begins.
