The system settings accessibility screen option does nothing if you turn it on, and configuration fails. This is because this accessibility option requires orca to be installed.
The kdeaccessibility metapackage is missing the orca dependency, where it is reasonable for a user to expect that this metapackage would install dependencies required to make the default KDE accessibility functions work without further package installation.
Orca should therefore be added to the depends or recommends of the kdeacccessibiliy metapackage
