Dear Maintainer,

Since the last update, Kate/kwrite don't accept the file:/// protocol in URLs any more.
This bug has been reported and fixed upstream: <https://bugs.kde.org/show_bug.cgi?id=363297>.
This breaks double-clicking in file managers to open the file, so the issue is pretty serious and probably warrants a backport.

According to the upstream bug report, the issue was fixed in
kate >= 16.07.80 -- hence, closing with the first version after that
available in Debian, which is 4:16.08.2-1.
