Bug#868065: powerdevil-data: Energy Savings KCM config window is too large for screen and has no scrollbars

/usr/bin/kcmshell5 powerdevilprofilesconfig.desktop

generates a window which is:

    $ xwininfo -name 'Energy Saving — System Settings Module'  | grep geometry
      -geometry 719x904+37+29
904 pixels tall.

However, my laptop screen is :

    $ xdpyinfo | grep dimensions
      dimensions:    1600x900 pixels (423x238 millimeters)
900 pixels tall (i.e. shorter)

With associated titlebar gadgetry, the
    [Help] [Reset] [Defaults] [Ok] [Apply] [Cancel]

buttons at the bottom are inaccessible because there is no scrollbar on the window.
(they are located off the bottom of the viewport of the display)
I know i can <ALT><LeftMouse> Move the window to access the buttons, but my users may not be so savvy.
This type of UI fail is really unacceptable for general use.
