Bug#866865: [SDDM] Poweroff/suspend buttons are invisible/disabled

Dear maintainer,

after a fresh installation of Stretch, I switched the init system from systemd to
sysvinit-core then rebooted:

  # apt-get install sysvinit-core
  # reboot

At login, reboot/poweroff buttons are invisible (Maui theme) or disabled/greyed out
(Elarun, Breeze themes) but after restarting sddm service the buttons come back to
work again (until the next reboot).

sddm.log is empty.

I'm on a virtual machine (hosted on Debian) but I can install on a bare-metal
machine if you can't reproduce this issue.
Also I will provide any additional information if needed.

I've also found this sentence in #831444:

 "Using sysvinit-core you'll see that sddm disables the poweroff/reboot/suspend
 buttons, as these are provided by systemd."

and I'm a bit confused. Seems like this behaviour is expected, I'm wrong?
If so, feel free to downgrade the severity or close this bug report as well.
