The bug was forwarded upstream and no action was taken in the last 7 years.

It seems that nuvola is the only icon theme shipping this file, so I don't think this is an icon that is "expected to be present", at least not now.

I'm closing this issue as I don't think that any action is going to be taken. If you still consider that the xapp icon should be available, consider reporting a wishlist to the hicolor-icon-theme package, which provides the default fallback for all the icon themes, and sort of defines which icons are supposed to be present.
