What you mean here is that KDE honours a subset of values of the TZ environment variable [1], right? As far as I know, kde supports the TZ=std format, I think this is a qt functionality, I'm not really sure.

Michael was this really the issue here? Is the issue still reproducible for you?

Btw, the digitalclock is part of the plasma-workspace package, locate digitalclock and dpkg -S /usr/share/plasma/plasmoids/org.kde.plasma.digitalclock can be of help to find
this out.
