Currently plasma-desktop pulls in Qt 4 libraries because of the following
dependency chain:

plasma-desktop → breeze → kde-style-breeze-qt4 → libqtgui4

I think the central part should be changed to a Recommends: instead, to
make it easier to drop Qt 4 from the Plasma installations.

I went ahead and committed this to Git.

This change was part of the 4:5.5.4-1 upload but the generated changes file missed this changelog entry.
