sysvinit is only present in jessie, you need to use sysvinit-core in stretch. And even in jessie sysvinit is transitional package. This is not an expected nor supported setup, please either migrate to sysvinit-core or to systemd.

Using sysvinit-core you'll see that sddm disables the poweroff/reboot/suspend buttons, as these are provided by systemd.

On logout, when I try to shut down or reboot, it starts a countdown. If I try to make it act immediately, it ignores me. The countdown keeps going below 0 seconds, I don't know how far.

I don't see any countdown in sddm, are you refering to the logout actions in a desktop environment? Which one?

I have no idea what to do to solve this problem. Since I have root access, I can login again, open a root terminal and shut down ("poweroff").
