The current release of parley is Kf5, so updating the package to the current 
version should be enough to resolve this.  There is a legacy test.py file in 
the tarball, but it's for the KDE4 version of Parley, so can be safely 
ignored.  When updating Parley to the new version, just drop this Recommends.
