i *believe* this is expected behavior.  The fun part is when a dialog is
open on another virtual screen the plasma panel STILL remains open and
obscures things.  I haven't found any way to determine WHICH
application/window is holding the panel open, though, so i sometimes
have to hunt on all of my virtual screens looking for a dialog.   I do
not know if there's a control that can toggle/disable this behavior,
either, but it is common with how MS-Windows does it as well.  The idea
is that the system "knows better than you" what's important and needs
your attention.  (if only you could figure out *WHAT* the important
thing is immediately.
