Bug#841219: libindi-dev: depends on libcfitsio3-dev instead of libcfitsio-dev

Dear Maintainer,

This bug report is actually a follow up for bug#761723. libcfitsio3-dev
is a transitional package that I would like to see removed for Stretch.
libindi used to build-depends on it, but it also has a dependency from
libindi-dev to it. The build dependency has been removed following
bug#761723, but I missed the dependency in the initial bug report.

Therefore I would really appreciate if you could do the change and
schedule an upload.
