Dear Maintainer,

- I use Debian sid in the most recent version.
- I have configured aptitude not to install recommended packages by default.
- due to this configuration, via dependencies, libkf5emoticons5 was installed,
but libkf5emoticons-bin not (only recommended)
- Opening systemsettings5 and accessing Appearance -> Icons -> Emoticons causes
a crash in KDE.
- after manually installing libkf5emoticons-bin, everything works as expected.

-> libkf5emoticons5 should have a "Depends", not a "Recommends" to
libkf5emoticons-bin

The -bin dependency injection was added in the 5.16.0-2 upload, since then whenever something links against libkf5emoticons5 the -bin is added as a dependency of the resulting binary package. In particular, this fixed the emoticons kcm in plasma-desktop.
