This one is because there is no default Qt setup for qtchooser as long as 
libqt4core is not installed. This part at least is not a bug.

Now this is (kind of) a bug. Is there any usage for qt5-qmake if you don't 
have at least qtbase5-dev installed?

The setup file is present in libqt5core5 because that's the package that 
anyone has to have installed to have any kind of Qt5 functionality. Except 
qt5-qmake :-/

Maybe you where trying to develop stuff and didn't get to install qtbase5-dev?

Same logic here too.

Please don't use qtx-default packages. They tend to do more harm than good.
