In previous versions of Konsole I could re-order tabs by dragging 'em with 
mouse. That functionality seems to be missing.

Until this will come to Debian, you can use a keyboard shortcut workaround. Ctrl+Shift+LeftArrow / Ctrl+Shift+RightArrow.
