The bug tracker works fine. But, no one that I know of is working on this.I don't see much changes in the okular commit history regarding printing, but it would be nice to test this against the newer versions of okular anyway. Would it be feasible for you to try to reproduce this issue with lastest version (currently 4:16.08.2-1)?
I can confirm that printing is completely broken with Okular on Debian Jessie. I am also using a HP printer with hplip. The lower third of pages are always blank.
This description doesn't match the original report, which was a 3mm displacement and some stretching, is this also reproducible by you?
When you try to print in other pdf viewers such as evince and/or xpdf do you also miss the lower third of the pages?
