I should probably add that this happened as a result of the upgrade
from wheezy to jessie.

So, which package should this bug be transfered to?

Nonetheless, plasma-nm has a hard dependency to network-manager, which
in "worst" case scenario (no other package depends on network-manager)
will force network-manager installation without caring if wicd-kde is
installed, thus causing non-trivial problems for debian stable users.
And that's what needs to be resolved in the jessie release, IMO.
