Because until the bug reports started coming in, it was not known. In the future it is very likely that measures will be taken so that all those framework packages do migrate at the same time, but I'm not aware of a method to undo the past. That's why I've written that mail to the mailing list to warn people about the issue and to offer a possible workaround/fix.
