Bug#825513: kamera: Cannot access photos from my camera

Dear Maintainer,
My understanding is that in the KDE ecosystem kamera is the package
responsible for allowing access to PTP devices, particularly digital
cameras.
Yet despite kamera being installed, plugging in a camera has absolutely
no effect:
* It does not appear in the new device notification area.
* It does not appear in dolphin.
* No device appears in /dev.
This makes it impossible to access the photos of the plugged in camera.
However I wonder if kamera is still relevant with KDE 5 and if not what
replaced it.
This issue happens with both cameras below:
