Bug#769155: kde-workspace-bin: laptop does not go to sleep when critical battery level is reached

I can reproduce the issue with an up to date Jessie.
1st scenario (not working):
I boot the notebook with battery power, I login on KDM and when the KDE
desktop is ready I wait till the warning (11%) and critical (10%) thresholds
are reached but nothing happens, no messages and no suspend.

2nd scenario (not working):

ready I disconnect the AC adaptor. I wait till the warning and critical
thresholds are reached but nothing happens, no messages and no suspend.
3rd scenario (working):
I boot the notebook with AC power. When on KDM I physically remove the
battery. Then I login. When the KDE desktop is ready then I insert the battery
and disconnect the AC adaptor. I wait till the warning (11%) and critical
(10%) thresholds are reached and everything is working as expected. I get a
warning message, then I get a critical message and 30 seconds later the
notebook is suspending.

It looks to me that upower has no issues with the battery, what do you think?
I'm really interested to sort this issue out but need some help to get a
better understanding how PowerDevil, libsolid4, upower and the kernel are
working together. Also some details how to further troubleshoot the issue are
very appreciated.
