Bug#802715: qtbase-opensource-src: Consider wether we should rename libqt5xcbqpa5 or split the plugins out

libqt5xcbqpa5, while having a proper SONAME, it's only used by the XCB QPA
plugin and it currently doesn't ships public headers.

Some apps might want to depend on the plugin (only apps that **require** X11,
like VLC does right now).

We have two choices: splitting the plugin into a separate package (which will
probably make handling symbols easier) or renaming the package.

Of course we could even remove the symbols files as we are not shipping
headers.
