Stable actually has *all* the Qt4 stack at version 4:4.8.6+git64- g5dc8b2b+dfsg-3+deb8u1. So I see two possibilities: 1) You need to dist-upgrade your installation before installing paraview, and you made a typo by writing +dfsg3+deb9a1. 2) You did not made a typo by writing +dfsg3+deb9a1 and you got an unnoficial Qt4 version from somewhere else. In both cases this is not a Debian bug but, I'm afraid, a problem on your side. I'm so closing this bug.
