"_can_ expect"... but don't have to expect. So some will
work in most (or specific) conditions without.

That's the exact definition of "Recommends":

Recommends really means "If you do not install this
dependency, anything might break.  Really!  And if it
breaks, you are not allowed to file a bug.  This is a
Recommands instead of a Depends for one single reason:
There are very specific use cases, where this depdency is
not needed.  If you are not sure, that you are exactly in
that use case, you seriously should install it".
(check the defintions of Recommends in the docs)

And I am saying, that those use cases DO exist here.

For cases, where everything works out nicely and installing
an additional package just adds new functionality/features,
there is "Suggests". Which means "Take a look at these
packages, they might be very useful to you. But everything
will work flawlessly without them. And if you find a flaw,
you're encouraged to file a bug".


So please reconsider
