Bug#747063: kdepimlibs5-dev: Missing Conflicts: prevents upgrade

I have the same problem.
This prevents upgrading ("apt-get dist-upgrade" fails). I believe the severity
should be set much higher.
Note that "dpkg -r --force-depends kdepim-runtime" allows the upgrade to work
(or, at least, it allows the failed upgrade to be completed using
"apt-get -f install").
