Bug#761996: Upgrade from 4:4.11.9-1 to 4:4.11.11-1 breaks suspend for non-systemd systems

Hi,

I also have the reported problem: no systemd, and sleep/hibernate options
are missing from KDE while pm-utils works.

Investing a few hours into bisecting the problem, I was able to narrow it
down to upgrading the following packages from 4:4.11.9-1 to 4:4.11.11-1:

kde-style-oxygen
kde-window-manager
kde-workspace
kde-workspace-bin
kde-workspace-data
kde-workspace-kgreet-plugins
kdm
ksysguard
ksysguardd
libkdecorations4abi2

libkscreensaver5

(They can only be upgraded in a batch, so I can't narrow it down further.)

With 4:4.11.9-1, the sleep/hibernate options appear; with 4:4.11.11-1 and
later, they're gone, which makes this a regression.

Since this has substantial impact on the usefulness of the entire system
(especially so in the case of portable systems), increasing the severity of
this bug to "important" looks warranted.
