Bug#734514: Suggests no longer existing libicu48

libicu had a transition [1] and the libicu48 library package no longer
exists. It seems to be superseded by libicu52

Please update the Suggests accordingly.

Since this is a Suggests, I assume libqtcore dlopen's the library. In
that case please make sure that it opens the correct version of the
library and also works with libicu52.
