Version: 4:4.10.5-3 (jessie)

Theoretically, this package should allow the use of plasma widgets based
on python.

>From what i've gathered this happens when installing plasma-addons from
anywhere apart from the debian-repos.
They will have been linked against another version of python.

Tried that with an organizing-widget from opendesktop.org:
It worked when extracted, make'd and then installed.
