In the following environment:

 LANG=fr_LU.UTF-8
 LC_MESSAGES=en_GB.UTF-8
 LC_ALL unset

wengophone displays its user interface in French, but should use
English, because the algorithm should be:

 - if LC_ALL is set, then use its value
 - else if LC_MESSAGES is set, then use its value
 - else if LANG is set, then use its value

Hi! This bug has already been fixed in 4.8.0. I'm marking it as fixed in the 
current version in Wheezy, which is even newer.
