Bug#726989: qtchooser doesn't search system qt config paths if XDG_CONFIG_DIRS is set

Dear Maintainer,
ToolWrapper::searchPaths() checks first if XDG_CONFIG_DIRS is set before
adding system qt paths to the search list. That environment variable is
set by x11-common package during xsession initialization. That means it
is very likely to be set in all systems.
Result of that check is qtchooser not being able to find qt
installations unless user unsets the environment variable or provides
required config in xdg directory.
I don't know why that check exists in the code but it feels like
something that should be removed.
