i seek a lockdown of a system where no individual may ever change
settings such as screen size.

i have added this to display.desktop:

	Categories=Qt;KDE;X-KDE-settings-peripherals;X-KDE-settings-security;X-KDE-settings-system;

this is great: now i run kcontrol and the "Apply" button is greyed out.

then i run right-mouse on desktop, Configure Desktop.... and it's
suddenly _not_ great, because the setting is ignored.
