We have a palceholder, namely "Theme=@@@ToBeReplacedByDesktopBase@@@" in /etc/kde4/kdm/kdmrc (Boris could you check that?) which is substituted by kdm's init.d script. The setting is replaced with values from /etc/default/kdm.d/10_desktop-base. So you always should end up with the theme currently installed, since the setting and kdm theme come from the same package (desktop-base).
