Bug#690076: fails to decrypt PDF 1.7 files

% pdfinfo 2012.09.18:Protokoll_BR49_intern.pdf
Error: Weird encryption info
Error: Incorrect password

(same for pdftoppm)

pdftk cannot handle the file either, and neither can evince or xpdf.

So the problem seems to be beyond okular. Please feel free to
reassign. Is it poppler?
