Do you mean the various
/usr/share/doc/kde/HTML/$lang/$app/common -> ../common
symlinks?

No, they are fine, the top-level common directory for each language is 
provided by the kde-l10n-$lang package (you cannot really use translated 
documentations if you don't have the l10n packages installed, anyway).
