I tried to install the package on a new chrooted deboostrapped installation.

   * What exactly did you do (or not do) that was effective (or
     ineffective)?

apt-get install plasma-netbook
(of course, same result with aptitude)

   * What was the outcome of this action?

The exact output is the following (french output):

    plasma-netbook : Dépend: kdebase-runtime mais ne sera pas installé
                      Dépend: plasma-widgets-workspace (= 4:4.6.5-4)

Sorry for the late reply.

That issue was a temporary problem due to the KDE 4.7 packages being 
uploaded at that time. Now all the dependencies should be nicely 
satisfied.
