Bug#695122: kdeutils drags in kgpg, should be a recommends or suggestion

Hello,
I do not want/need kgpg on my system but would like to keep kdeutils for commodity. Since I cannot remove kgpg without also removing kdeutils, I suggest to make the dependency less strict, so I can put kgpg on hold.
