Could you consider the packaging of the version 4.8 of cantor ?
It provides a scilab backend.

For information, Ubuntu ships cantor 4.8.3

It has been uploaded to experimental (and then unstable) few days ago 
(but we forgot to close this bug with it, hence doing it manually now).

It has been added, but only on amd64 & i386.
Theorically it would be linux-any, but since scilab does not compile on 
s390x that would have prevented cantor to be built on that arch (which 
is a release arch now).
If you could fix scilab on s390x, that will certainly help.
