Bug#655239: kdelibs-bin: While creating new file, global templates overrides user templates

For creating new files, KDE (Dolphin/Konqueror) may use templates. There
are two folders for templates: global (/usr/share/templates/) and local
(~/.kde/share/templates/). If user happen to copy .desktop file from global
to local folder (in order to change icon or anything), KDE will prefer
global .desktop file over local .desktop file. This is counter-intuitive
-- KDE should use global .desktop file only if local .desktop file
is inaccessible.
