Bug#623778: Lower Depends on kfloppy to Recommends

Could the Depends on "kfloppy" be lowered to a Recommends?
Floppy drives are really arcane technology these days, it should
be possible to remove the package if needed, while still keeping
the kdeutils metapackage.
