Sorry but I beg to differ.  It's strictly a missing feature that
nobody implemented so far.  /etc/ssl was intended for use with the
system crypto libraries.  OpenSSL supported it for a long time, then
GnuTLS.  NSS and stuff like QtNetwork do not use it.  This is known
and albeit annoying I don't see that this is a policy violation.  Yes,
nobody implemented configuration files for both NSS and QtNetwork.
You can actually recompile them to ship with your own certs.  But you
cannot quote non-existent configuration files not being in /etc as a
reason for a policy violation and hence upgrade it to serious, sorry.
