Bug#631776: krdc fullscreen toolbar no longer movable

Dragging the fullscreen toolbar is no longer possible.
It used to be dockable to all 4 sides of the screen.
Not it is stuck at the top only.
The move cursor still shows up but the toolbar itself doesn't move.
